Abstract：

Determiningthewinningbidderofsomemajorortechnicallyplexgovernmentprojectisnotonlytheprice,batalsothequalityanddurationetc.So,thepaperregardstheselectionprocessofgovernmentprojecttendereeandbidderasathreestagedynamicgameofoffer,mitmentandevaluation,andtobuildanoncooperativeanddynamicgamemodelbasedonmultiattributegovernmentprojectbidding,andthentoconsiderthepriceofafunctionofqualityandduration,tofindouttheoptimalbiddingstrategyofbidder.Theanalysisturnsupthatthequalityandadvancedtimerespectivelyafterreachonepoint,thebidder’searningsarearisefunctionofqualityandadvancetime,andthenthebidder’searningswouldbeadecreasefunctionifitbeforereachesthepoint.Thebidder’searningswouldbemuchmoreifthepreferencescoefficientismuchgreaterofqualityandadvancetimebywhichtendereepromises,sotogainmorebiddingsurplus,thetendereewouldexaggeratethepreferencescoefficientofqualityandadvancetimes.Atlast,thispaperverifiesthevalidityofthemodelbyusingexamples.
