realizedthatthereisahugepotentialmarketinconstructingadvancedcinemasinChina.Asaconsequence,manynewcinemaswithhigh-classfacilitiesandsatisfactoryservicesbutalsoforeigninvestmentsemerged.TakeBeijingasanexample,nearly80%ofthecinemasareofsmall-sizedandmedium-sizedandareoldaswellasoutofdate.Allofthesecinemasareunderthecontroloflocaldistrictsandhaveaconservativemanagerialsystem.Comparatively,althoughthenumberofforeign-investedcinemasissmall,thesecinemascontraattractmuchmoreaudiencesandhaveagreatadvantageinthepetitionwithChinesecinemas.Lastbutnottheleast,theinefficiencyinthedistributionsectorhasalwaysbeenamainproblemtohinderthedevelopmentofChina’sfilmindustry.Regionalmonopoly,redundantadministrativesystem,andlimitedautonomiesforbothproductionstudiosanddistributionpaniesarethethreeprimaryobstacles.Althoughthegovernmenthascarriedoutmanystepstoresolvetheseproblems,theeffectsarenotsatisfactoryenough.AfterbeingamemberofWTO,itiscrucialforChina’sfilmindustrythatoperationswithinallthesectorsmustmeetinternationalstandards,andthereisnoexceptionforthedistributionsector.Otherwise,theChinesedistributionenterpriseswillgraduallybeeliminatedinthepetitionwiththeforeigncounterparts.
4.3TheOpportunitiesBroughtbyWTOEntrytoChina’sFilmIndustry
Undoubtedly,theWTOentrycanbringanumberofopportunitiestoChina’sfilmindustryaswell.
Inthefirstplace,theWTOentrycanbringmoredevelopmentpotentialstoChina’sfilmindustry.Sincetheaccession,theimportedmovieshaveoccupiedadominantpositioninChina’sBoxOfficerevenue.AlthoughthissituationwouldmakeChina’sfilmindustrybeinginaninferiorplaceinthepetitionforthemarket,itcertainlyhassomepositiveinfluences.ItnotonlycanbringmorerevenuetoChina’sfilmmarketwhichisgoodforstimulatingtheeconomicdevelopment,butalsocanmakeChinesefilm-makersaswellasfilmenterprisesbeingawareoftheirdisadvantagesandthechallengestheyareupagainst.
Secondly,theWTOentrycanspeeduptheprocessofrenovationandmodernizationofChinesecinemas.Inretrospect,thepoorconditionofmostofoldChinesecinemashasbeenabigobstacleinthedevelopmentofChina’sfilmindustry.Inthelastanalysis,itisduetolackofenoughcapital,advancedtechnologyandscientificmanagement.AfterbeingamemberofWTO,theincreasingforeigninvestmentshavebroughtagoodopportunityforChina’sfilmindustrytobegintorenovateandreconstructtheoldcinemas.Thegovernmentandrelateddepartmentsshouldgraspthisopportunityandfullyutilizetheforeigncapital,equipments,technologiesaswellasmanagementintheprocessoftherenovation.
Thirdly,theWTOentryhasmadeChina’sfilmindustryobtainalotofprogressonconsummatingthelegalsystem.SincethemembershipofWTO,China’sfilmmarkethasbeenopeninguptoforeigninvestorsgradually.Inordertobettercontrolsuchamultinational-basedmarketenvironment,itisessentialtoestablishapletelegalsystemtoregulatetheoperationswithineachsector.Theadministrationsoverthemarketarerequiredtoalterfromrelyingongovernmentinstructionstolegalsystemaswell.Asaresult,anumberofnewregulationshavebeenissued.Forinstance,therearethe“RegulationonFilmManagement”,the“ManagementRegulationonInternationalCooperationinFilmProduction”.Withthedevelopmentcontinues,China’sfilmindustrywillundoubtedlyachievemoreimprovementsontheperfectionoflegalsysteminthefuture.
