Abstract：Westudytherelationbetweenlawandfinancialdevelopmentbasedonpaneldatafrom1980to2004.Theresearchshowsthat:(1)perfectlegalsystemcanpromotethegrowthoffinancialintermediary,enhanceefficiencyandhelpfinancialdeepening.(2)Itcanalsopromotethepetitioninbankingindustry.(3)InthetransitionalChinesestockmarket,theformallegalsystemmayfailduetotheinpletelegalsystem,however,somemechanismsbeyondtheformallawenforcementmaywork.Ourfindingsshowthatthosemechanismsbeyondlawenforcementhavesignificanteffectsonfinancialdevelopment,andweshoulddevelopthosemechanismsbeyondlawenforcementineconomictransitioninChina.
