Abstract：Theacademicmisconductsincollegesanduniversitieshavebeenontheriseinrecentyears.Themaincausesareinadequateinstitutionalrestriction,lightpunishmentforthemisconductsandunclearobjectsofthepunishment.Thepresentarticleproposesthatinordertocarryoutthe“2011Plan”,educationinacademicethicsandacademicnormsshouldbestrengthenedandsevereheteronomyshouldbeexercised.Italsopointsoutthataslightpunishmentmaylowertheeffectivenessofheteronomy,heteronomyandself-disciplineshouldbebothreinforcedandthatwhilethefight-against-academic-fraudsystemshouldbeimproved,thesystemofdisciplineshouldalsobenormalized.Finally,itofferssomesuggestionsfortheimplementationofthe“InterimApproachforHandlingDissertationFraud”issuedbytheMinistryofEducationin2011.
