Abstract：Accordingtotheproblemsexistingincurrenthighereducationintermediaryanizations,weintroducethenewsocialmanagementconceptofgovernance,andthinkthatweneedtoestablishanddevelopthethirdsectoranizationsundertheconceptofgovernanceinthefieldofhighereducationurgently,andpromotetheexistinghighereducationintermediaryanizationstotransformintotherealthirdsectoranizations.Therefore,thegovernment,society,universityandthethirddepartmentsshouldcooperatewitheachother.Thegovernmentshouldchangeitsfunctions,improvetherelevantlegalsystemandstrengthensupervision；Thesocietyshouldpaymuchattentiontoandsupervisethethirddepartment；Theuniversityshouldstrengthenmunicationandcooperationwiththethirdsector；Thethirddepartmentthemselvesshouldoptimizetheinternalmanagement,strengthenteamconstructionandmoralintegrity,establishreasonablefinancingguaranteemechanismandscientificinformationexchangefeedbackmechanisms.
