Abstract:IntheUSmotorvehiclefueleconomystandardswereimposedinthelate1970s,inresponsetotheoilcrisesofthatdecade.Sincethen,effortstoincreasethestandardshavenotoccurred,onereasonbeingtheargumentthatsmallervehicles(whicharegenerallymoreefficient)areconsideredlesssafe.Recentanalyses(EnergyJ.(2004))suggeststhatvarianceinvehicleweightsmaybemoreimportantthantheabsoluteweightsofvehiclesinmakingthehighwayworklesssafe.InEuropeandothercountries,whichgenerallyhavesmallermoreefficientvehiclefleets,duetorelativelyhighgasolinetaxes,thisdebatehasnotoccurred.Inparticular,countriessuchasGreatBritainandSwedenhavefarsaferroadtransportsystemsthantheUSbutalsohavemuchmoreefficientvehiclefleets.Thissuggeststhateithervehicleweightandsizeareunimportantoriftheyhaveaneffectitissmallparedtootherfactors.Thispaperusesinternationaldatatobuildeconometricmodelsthatexaminewhetheraveragevehiclefueleconomyhasanyassociationwithroadtrafficfatalities,whilecontrollingforotherfactorsthatareassociatedwithfatalities.Theeffectonpedestrianfatalitiesisalsoanalyzed.Cross-sectionaltime-seriesdataontrafficfatalitiesfromOECDcountriesisusedandnegativebinomialregressionmodelsaredevelopedusingpaneldatatodeterminewhetheranyassociationsarepresent.Resultsfindthatchangesinvehicleefficiencyarenotassociatedwithchangesintrafficfatalities,suggestingeitherthatsizeandweightchangesovertimehavenothadastrongeffectorarenotassociatedwithfueleconomyimprovements
