ABSTRACT
ThepurposeofthisstudywastoresearchtheeffectsontheTenementLawof1901—the"newlaw"—ontheequalityoflifefortheresidentsoftenementsinNewYorkCity.ThestudycontraststhisnewlawwiththeTenementLawof1869,or"oldlaw."TheworksofJacobRiisandErnestFlagg,inadditiontoseveralprominentcharityanizations,areexaminedaswell.Articleswrittenatthetime,photographsoftenements,andimmigrantstoriesareallexamined.Iconcludethatthereweresignificantchangesintheequalityoflifeasaresultofanewideaofhumanlifeanditsvalue.

INTRODUCTION
1.1Introduction
Translationofanysort,asakindoflanguageoperation,doesnottakeplaceinvacuum.Thecontextservesasthelinkbetweentheabstractlanguageandthechangeablemeaning.However,itiswidelyacceptedthatthetranslationinbilingualdictionarieslacksadequatecontext.TheauthormadethehypothesisthatthecentralissueoftheEnglish-Chinesetranslationalbilingualdictionariesistoofferthemostcorrectandappropriatetranslationalequivalentsbasedonthecorrectunderstandingofthepossiblecontextsinwhichthelexicalitemsoccur.BytheEnglish-Chinesetranslationalbilingualdictionary,theauthormeansEnglishdictionarywithtranslationalequivalentsinChinese.ThedifferencebetweenthistypeofdictionaryandtheordinarybilingualdictionaryisthatitisintendednotonlytohelptheuserswiththeirprehensionoftheEnglishlanguagebutalsotofindthemostcorrectandappropriateequivalentsforthemintheirtranslatingpractice.
1.2TheFunctionofTranslation
Abilingualdictionarynormallyinvolvestwotypesofequivalents,namely,translationalorinsertibleequivalentandexplanatoryequivalentordescriptiveequivalent.Theformerreferstothoseequivalentsthatcanbedirectlychosenasapartofacohesiveandcoherenttext.While,thelatterisakindofinformationoftheoriginallexicalitem."Themaindistinction(betweenthem)isthatwhenchoosingatranslationalorinsertibleequivalent,themainconcernisgiventoitsabilitytobeusedinafluent,goodtranslationofwholesentences,tobeinsertedintocontextsoftheranslationofanysort,asakindoflanguageoperation,doesnottakeplaceinvacuum.Thecontextservesasthelinkbetweentheabstractlanguageandthechangeablemeaning.However,itiswidelyacceptedthatthetranslationinbilingualdictionarieslacksadequatecontext.TheauthormadethehypothesisthatthecentralissueoftheEnglish-Chinesetranslationalbilingualdictionariesistoofferthemostcorrectandappropriatetranslationalequivalentsbasedonthecorrectunderstandingofthepossiblecontextsinwhichthelexicalitemsoccur.BytheEnglish-Chinesetranslationalbilingualdictionary,theauthormeansEnglishdictionarywithtranslationalequivalentsinChinese.ThedifferencebetweenthistypeofdictionaryandtheordinarybilingualdictionaryisthatitisintendednotonlytohelptheuserswiththeirprehensionoftheEnglishlanguagebutalsotofindthemostcorrect
