Thegoalsidentifiedinthereportaregenerallyadmirable.Becauserepresentativegovernmentpresupposesaninformedcitizenry,thereportsupportsfullliteracy,stressesthestudyofhistoryandgovernment,particularlyAmericanhistoryandAmericangovernment,andencouragestheuseofnewdigitaltechnologies.Toencourageinnovationandpetition,thereportcallsforincreasedinvestmentinresearch,thecraftingofcoherentcurriculathatimprovestudents'abilitytosolveproblemsandmunicateeffectivelyinthe21stcentury,increasedfundingforteachersandtheencouragementofscholarstobringtheirlearningtobearonthegreatchallengesoftheday.Thereportalsoadvocatesgreaterstudyofforeignlanguages,internationalaffairsandtheexpansionofstudyabroadprograms.
