摘要：自上个世纪80年代以来,随着越来越多高新技术成果的推广和应用,传统产业技术得到了极大的改造和升级,产业结构不断优化,劳动生产率极大提高,世界范围内的社会经济发生了巨大的变化.风险投资是现代高科技项目的孵化器,对于促进高新技术的发展具有重要意义.以美国为代表的西方国家在硕士毕业论文20世纪40年代开始发展风险投资业,并取得了巨大的成就.我国风险投资业的探索始于20世纪80年代中叶,但总体来看,我国风险投资业还不发达,尚处于起步阶段,远未发挥出其支持技术创新和发展中小型企业的应有作用,对于经济增长及其结构调整升级的贡献率也远远小于发达国家.高新技术产业已经成为当前世界经济发展的动力和国家发展争夺的战略制高点,被看作是一个国家经济繁荣、科技昌盛、国家实力强大和现代文明的基础或主要标志,关系着国家和民族未来的兴衰.高科技中小企业是当今我国社会经济发展中最具活力的一支力量,是发展高新技术产业和建立国家创新体系的重要组成部分,也是孵化新兴产业、激活区域经济的重要力量,是推动产业升级、提高经济竞争力的有效动力.因此,各国政府为了扶持本国高科技中小企业的发展,纷纷出台一系列的政策措施,包括从财政资金上给予直接的资助,以解决高高科技中小企业发展中所面临
