Abstract：OurTVlegalprogramsservethelegalconstructionofsocialismandthebasicstrategyofgoverningthecountrybylaw,whosesocialresponsibilityandvaluearereflectednotonlyintheexistenceoflegaleducationandpublicparticipation,butalsoinoverseeingtheimplementationofthelaw,safeguardingcitizens’rightsandinterests,promotingthecourseofrulingbylaw.OurTVlegalprogramshaverelativelymaturedwithnearlythreedecades’development,whichmeansthenumberandthequalityofprogramshavebeenpromoted,theoverallappearancehasalsogreatlyimprovedthanbefore.However,therestillexistsomeproblems.Basedonsuchaspectsasimproperproportionofprogramselection,legalcontentgeneralization,thetendencyofformhomogenizationandentertainment,inadequateprotectionoftheparties’rights,thisarticleanalyzesthemaincausesofthecurrentproblemsandproposesthethinkingpathofcreationbreakthrough,including：thinningaudiences,seperateorientationandprehensiveexpansionofthethemeandcontent,clearcreativeideassandvariouscreationforms,strengtheningtheprofessionalism,increasingthelegalcontentoftheprogram,expressingtheidealoftruth,kindnessandvirtueandpassingthehumanecare.
