[Abstract]
Theinstrumentrationalityandvaluerationalityaretwobasicattributesofwesternadministrativeethics.Theformeremphasizesefficiencywhilethelatterpaysmoreattentiontofairness.Thedifferencesandcontradictionsbetweenthempromotetheevolutionofwesternadministrativeethicsanddivideitintotwoschools：theinstrumentrationality-orientedadministrativeethicsandthevaluerationality-orientedadministrativeethics.Withthedevelopmentofwesternadministrativeethics,theorientationsaregraduallyintegratedtoformthepublicvaluemanagementparadigm.Toreviewthedevelopmentprocessofwesternadministrativeethicsinlightofthedichotomyoftheinstrument-valuerationalitiescanmakethisprocessclearerandprovideanewresearchperspectivefortheresearchersandstudents.
