[Abstract]Theformationofmanagementbyobjectiveinmacro-controlisabinationofthewesternMOBtheoriesandthespecificpracticeinthemacro-controlprocessofChina,whichhasdistinctlocalcharacteristics.However,followingtheacceleratingeconomicupgradeandsocialtransformation,thedisadvantagesofmanagementbyobjectiveinmacro-controlhavealreadybeenexposed.Anditseffectcouldnotyetreachthenewexpectedstandardofmacro-controlmanagement.Themacro-controlmanagementmodeshouldtransferfrommanagementbyobjectivetomanagementbyrange.Inordertobringmanagementbyrangeintopractice,weshouldbreakthroughthebondageofinertialthinkingconceptofgovernmentsandmarkets,leavethefettersoftraditionalmanagementmode,andmakefundamentalchangeinvaluejudgment.Thegovernmentshouldtakepracticalandfeasiblemeasurestoguaranteetheeffectofmanagementbyrangesuchascontinuingtopushforwardthereform,preciselydefiningtheboundaryofthegovernment,market,andsociety,settingscientificandreasonablerangeofmacro-control,andimprovingtheaccuracyofitsinterval；andshouldformulateandimprovethepolicyframeworkofmanagementbyrangeinmacro-control.
