Abstract：ForeignstudentsaremaintargetgroupsofJapanesenationalpublicdiplomacyservingthenationalstrategiesduringdifferentperiods.Before1980s,asamodificationofitstraditionaldiplomacy,studentsfromdevelopingcountrieswereadmittedtoJapaneseUniversitiesbythemeansofeducationalaidandculturalexchangestoestablishapositiveimageofJapan.After1980s,Japanhasimplemented“100,000foreignstudentsplan”and“300,000foreignstudentsplan”insuccession.ThetwoplansservetheconstructionofJapaneseimagewiththeformeremphasizingJapan’sintellectualcontributionandthelatterfocusingonJapan’simageastheAsiangatesandAsianintellectualcenter.AvarietyofpublicdiplomaticmeasureswillbetakenbeforetheforeignstudentsenteraJapaneseUniversityandwhiletheforeignstudentsarestudyingandresidinginJapan.Follow-upservicesforformerforeignstudentswillalsobedoneforpublicdiplomacyreasons.
